Marvel Rivals stutters every few seconds on 4090 — fps is fine

running marvel rivals on an rtx 4090 at 200fps but getting these annoying micro stutters every 3-4 seconds. the fps counter doesnt dip during them. tried different graphics settings and dx12 vs dx11
