Destiny 2 fps drops hard in The Last City patrol zone

destiny 2 runs at 100fps in most places but the last city patrol zone tanks it to 40fps. Ryzen 9 5900x, RTX 3090, 32gb ram. this pc can run any game but destiny 2 struggles in that specific area
